The Mueller Report did not recommend indictmemts being filed against Trump for one reason only. Because Mueller was choosing to follow the standing DOJ policy that a sitting President cannot be federally indicted. AND THAT IS AGENCY POLICY, IT IS NOT THE LAW. But Mueller clearly laid out plenty of evidence of actions by Trump that constitute obstruction of justice. The most glaring...the firing of FBI Director Comey because he refused to comply with Trump’s demand that he drop the investigation of Michael Flynn. That is a clear act of obstruction of justice. Even in Barr's written summary on the Mueller report, he acknowledged that Trump was "not exonerated" of obstruction by Mueller.
